SALEM, Ore. — A 13-year-old accused of causing the death of her 16-month-old niece was arrested Monday night.
Relatives took the baby, Ruby Navarro-Carbajal, to Salem Hospital on Sunday. Police said Ruby wasn’t breathing and was later pronounced dead.
